Liable to Letter Rate

I think that the message made the difference.

Certainly Italy had a lower 5c rate for postcards posted without
a message, or addressed within the town where it was posted,
or for troops from overseas. Otherwise it was 10c

The 5 word limit also applied in Canada
up into the 1950s.

It also applied to Christmas cards that
were mailed at a reduced rate (2c) but
over 5 words on your message caused
a first class (letter) rate to apply
(4c local city, 5c rest of country)
