Hi Gang:

I know that this is a 5 Ruble stamp from the
RSFSR (Russia) and that it was issued in 1923.

Here is another one.
This looks a 100 Ruble opt. on 5 Ruble charity
stamp in aid of a committee to help invalids.

Something like
Vseros. Komit. Pomoschi Invalidam

So it is indeed some committee having to do with invalids.

it also appears to be from a committee to support invalids.
