Update: NG conversion

Per Malcolm's request, I've been working on the formal proposal,
charter and FAQ updates, and have been exploring modbot software help
with the moderation chores. What's interesting is that a.c.8-t-t
seems to have a somewhat limited reach as it now stands. We're only
carried on Easynews, Individual.net, Shared Secrets, NewsReader.com,
Octanews, Shaw.net (Canada), and Supernews...a total of seven servers.
For reasons unclear, a.c.8-t-t either can't be posted to from, or
never made it on, Newsguy, MegaNetNews, Altopia, AstraWeb,
NewsHosting, Uncensored-News or UseNetServer. Why, I'm not completely
sure, but I've downloaded the control file history for the NG and will
try to figure out why.

I'm trying to put together the best possible proposal in order to
attract inclusion by more servers, which may generate more curiousity
and/or interest in our core interest. Of course, with more coverage
comes more spam and trolls, which makes it seem to me that conversion
to moderation makes even more sense to fend of span and trolls, while
getting rid of a resident troll now. I'm hoping to have a draft
proposal to Malcolm for his review by tomorrow, Sunday.
