Why would anybody buy these things? He even states they are cut from

Hmmm... What's the rule? It's OK to mangle money as long as there is
no "intent to defraud"... This guy's walking a fine line with this
one.

Secret Service, anyone?

I'm not sure. If one reads the description, he is mostly upfront about
what he's doing.

MOSTLY upfront? He spells it out (direct copy/paste):

"This $4 dollar bill LOOKS LIKE a RARE MISPRINT, or PRINTING ERROR. This note
was cut from an authentic BEP sheet from the U.S. Treasury."

Perhaps you would like him to say "I cut this from an authentic...." ?

Yes. Precisely. In English, "looks like" and "seems to be" are
nearly indistinguishable in meaning. "Was cut" could certainly be
interpreted to mean " by any entity," including, "by the BEP." Thus
the thin line, IMHO.
Aram.

Of course, eBay bidiots rarely read descriptions; hence
the current $23.50 bid. It might be interesting to get the SS involved
with it and see what they do...

The SS won't do a thing. As for bidders? They get what they deserve if they
don't take the time to read.
