TIA Jerry I know that under certain conditions USPS will buy back postage stamps. My knowledger of buy back is limited to bulk mailers that buy large quanities of stamps. These users have stamps damaged by the affixing machines or otherwise gamaged. These are bought back but must be stuck on a sheet of paper, ten rows of ten stamps. If the buy back was for all stamps there are many dealers that would sell their hordes of stamps that they now sell for below face. Ralphael, the OLD one |

Even if they did, I suspect that they would only buy
back those still valid for postage. Also, if that were the case, why do we have such a great business in discounted postage? Blair |

Hi Jerry,
Take a look at the US Domestic Mail Manual at http://pe.usps.com/text/dmm300/604.htm#wp1092682 Section 10 may answer your question. Jerry B |

If someone is selling unused stamps for less than face value, well, you have to wonder why _they_ don't just use them. |

Maybe because they have too many... I can imagine dealers (or collectors) who buy bigger collections of which 90 per cent represent for them just postage. -- Victor Manta ---------------------------------------------------------------------------- Philatelic Webmasters Organization: http://www.pwmo.org/ Art on Stamps: http://www.values.ch/ Romania by Stamps: http://www.marci-postale.com/ Communism on Stamps: http://www.values.ch/communism/ Spanish North Africa: http://www.values.ch/sna-site/ ---------------------------------------------------------------------------- |

Many dealers buy sheets of stamps to salvage interesting parts, such as corner blocks, etc. The rest they dispose of at a discount, since they may exceed by far their needs for postage. Thanks for all the input. It didn't make sense to me either.

In many cases it's because 12 three-cent stamps plus a penny stamp just won't fit on the envelope. Looking at the original poster's eBay source and Section 10 of the USPS manual, you can see that ANY should be replaced by SOME or VERY FEW. Bill Bill |
