EU: "Yes" to slow-down for Turkey, "Welcome" to Bulgaria and Romania



Yesterday's summit of EU leaders in Brussels both approved the proposal for
the slow-down of Turkey's accession process, as well as holding "welcome"
ceremonies for newest EU members Romania and Bulgaria. Said EU Commission
head Jose Manuel Barroso, "We are very pleased to see 30 million new
European citizens among us. Welcome to our shared home."




With Finland's term presidency of the EU coming to an end with 2006, the EU
leaders's summit, which began yesterday and comes to an end today, was
marked by a decided approval by EU leaders to back the proposals made
earlier by both the EU Commission and the EU Foreign Ministers to slow down
Turkey's accession process.

An historical day for Bulgaria and Romania

From the perspective of both Romania and Bulgaria, the EU summit this week
is an historical one. From January 1, 2007, both these countries will
officially become EU members, and thus the Romanian and Bulgarian flags were
hung yesterday in Brussels next to the flags of other member countries,
joined with a large placard reading "Welcome Bulgaria and Romania."

Some of the Turkey-related decisions to emerge from yesterday's summit
proceedings are as follows:

-The proposal by the EU Commission to shelve 8 separate topics of Turkey's
accession process was approved by EU leaders. The EU will be reviewing the
situation with the opening of ports for the next 3 years in the EU
Commission's Progres Reports.

-Ankara's late-breaking "golden goal" on Cyprus, which came in the form of a
proposal from Erdogan's administration that one sea port and one airport in
Turkey be opened in exchange for easing of restrictions against Northern
Cyprus, was not discussed on yesterday's agenda at all.

-Decisions regarding the easing of restrictions against Northern Cyprus will
be made at the January 22, 2007 meeting of EU foreign ministers.

-EU term president Finland is pushing for the opening up of at least one
more topic heading for Turkey's accession talks before its rotating
presidency of the bloc comes to an end. The topic heading Finland is pushing
for is the "education and culture" one, and it will bring this to the agenda
of Wednesday's COREPER meeting.
