Good question!
Banks can do almost anything they want. If they want you to stand on one leg and ask "pretty please can I have some of my money back?" they can do so. It is up to the customer to let them know what you want. If they refuse to provide you with the service you want, you can move your money to another bank. Or you can simply relax, go limp, stop complaining, and do exactly what they tell you to do. many Washington Mutual customers have done so and are happy in their blissful numbness.
