Anyone know if anything exists online about GB decimal postal rates (after
1971)?

What else do you want to know? My Deegam Machin Handbook contains a
note of all the postal duties carried out by any Machin value from
1967 to date; if you have a specific query I will try and answer it.

That website dont cover all rates afaik. F.ex. international rates
1971-2000. And what about parcels and value letters etc.... certificates
such as these http://www.kejlskov.dk/cop.jpg ???

The jpg you show is a purely a certificate of posting ( as it states )
sometime ago, there was a charge of 1p (£ 0.01) per item posted.

This is not the postal charge, but an additional charge made by the Post
Office to issue the proof of posting certificate

Today these are free.

These offer no more comfort other than you can show that you have posted
something. It does not mean the letter or parcel contained anything of
importance, it may be something that you wish to show at a later date that
you did post, incase of loss, a driving licence, bill payment or perhaps
a payment to a court say , that sort of thing

Nonetheless it is a postal rate. Any amount paid for any form of postal
service, i consider a postal rate, not least if stamps has been used to
frank it. Even free franking could be considered a postal rate.

I have also seen Royal Mail transfer bag labels, with machins applied
.... stamps were applied as a fee from outlying POs to distribution
centers ... usually fine cancels too ...

Is it the sub-PO?
Maybe I misunderstood how such bags work.

correct ... as a routing fee ... had 100's of them ... some fine cancels
