"The first stamp booklets were issued by Luxembourg
in 1895 and later introduced in Great Britain in 1904.

1902 -- Netherlands The first Dutch stamp booklets.
For the first booklets an extra charge had to be paid
of 1 cent per booklet.

The most frequently used postage stamps are also sold in
the form of a small booklet. The first Dutch stamp booklet
appeared in 1902. That booklet contained 24 stamps of one
cent, and cost a quarter of a guilder; one cent was for

1903 -- United States The following postage stamp varieties were
first issued by the U.S. in 1903: Ordinary issue:
Scott 301c - 2¢ Washington Design of 1902 Booklet (pane)
of six, position A, a complete pane (less top selvage tab)
and two booklet pane singles as the sole franking
on a remarkable registered cover to Kaposvar, Hungary,
representing a 1c overpayment, stamps on reverse of cover and
tied by New York registry ovals, as well as "New York / 4-4
/ 1903" oval, magenta boxed "Registered/Apr 4, 1903 /
Station D / New York, P.O." handstamp on front of cover

1904 -- Great Britain (Issue of 1902) - Scott 128e [BA1]
The first GB booklet was issued on 16th March 1904.

It contained 4 panes of 6 x 1d stamps (printed by De La Rue)
making a total face value of 2/-. The booklet of stamps was
sold at 2s 0½d - a premium of ½d to cover the cost of
production. It was a requirement that the stamps should
always be upright when the booklet was opened and
the binding margin should always be at the left hand side.
To accomodate this, the booklet sheet was printed with four
columns of panes, the second and fourth of which was printed
upside down. This meant that the stamps from these columns
were deliberately printed with an inverted watermark. This
was the first time that this had be done so intentionally.

It was decided that 2/- was a more convenient price for the
booklet and so the face value of the booklet contents was
reduced to 1s 11½d. The contents were changed to 2 panes
of 6 x 1d stamps, 3 panes of 6 x ½d stamps and one pane
containing 5 x ½d stamps with a green St Andrew's Cross
printed in place of the 6th stamp.

I've had a quick nosey through Stanley Gibbons and the
earliest New Zealand stamp booklet was issued on 1st
April 1901. It contained copies of the "Penny Universal"
stamp.

My 1990 Gibbons lists a booklet pane (#303b, Scott 108f) issued 1902
August 21, nothing in 1901.
