I wrote to UPU as Victor suggested, but it's now been several days and
I have not received a response.

Tony, WNS stands for World Numbering System, jointly conceived by The World
Association for the Development of Philately (WADP) and the Universal Postal
Union (UPU), and launched on 1 January 2002, in the fight against illegal
stamps. http://www.wnsstamps.ch/en/

All participating countries submit their stamp issues to WNS and have them
registered, so that collectors may check out the registrations in order to
avoid purchasing the illegals.

There is a working postal system in the DRC.
As far as I can see, they use PO Boxes only (ie no delivery)

CONGO, DEMOCRATIC REPUBLIC OF (Country code: CD)

[Canada Post accepts the following for DRC]

LETTER MAIL - Surface and AIR
PARCELS - to 30 Kg
PUROLATOR parcels to 30 Kg
SMALL PACKETS (AIR OR SURFACE) to 2 KG
REGISTERED MAIL (Letter-post Airmail only)
