Hello.

" Nothing new since Sept. 1993? I seems to remember something happening around the beginning of Sept. a couple a years later that caused new legislation to be enacted. Hmmmm....what was that? Just because the law doesn't specifically mention the new $20 doesn't mean it doesn't apply. If there's a later law that modifies this one, perhaps with a little research on Google it could be found. But if the "something" you vaguely remember didn't actually happen, good luck finding it.
