Default 1982 US State Birds & Flowers

I just obtained a pack with a sheet of the 50 stamps in perfect condition.
While the stamps are unused, there is no gum on any of them. Were they
issued like this and if so why ?

They weren't issued without gum(Scott 1953-2002). Now if they were
imperforate they would be worth #27,500. g

It sounds like some sheets were stored together
and got stuck to each other, so the owner decided
to soak them apart, thus losing the gum.

by washing nasty gum from his stamps .

Thanks guys. I could not think of any logical reason the USPS would issue
them that way. How I wish they were imperforate !
