Default Germany Cancellation Premium:

Can anyone explain what is meant by a cancellation premium stamp,
and how it was used pleased?

Well, this stamp, should primarily be used for special(comemmorative)
postmarks. The stamp was affixed on a sheet/piece of paper and then
cancelled by the postmark wanted. The 3 Pfennig was the minnimum fee,
charged by the post for that service. You will find lots of this stamp
with comemmorative postmarks. It could bee used as normal postage too.

still sounds curious, sticking a stamp on a bit of paper for a postmark.
Dedicated for favour postmarks.
Strange days indeed.
