This one has "forgery" written on the back.

I feel I have seen it before, but cannot locate it under my Santander or Columbia.
It is not listed in Gibbons.

Any idea what is going on here, a phantasy, or fiscal?

I don't know why it isn't in SG.

My 1989 SG Part 20 says, beneath a piccy:

"Stamps as above and other designs in the values of 5, 10, 20 and 50 c
and 1, 5 and 10 p and also surcharged 1/2, 1 or 2 c do not appear to
have been authorised by the departmental government."

Which is probably why they're not even mentioned in Simplified or
SoTW, and conceivably what someone meant by writing "forgery" on
Rodney's.
