I suspect the duty was on a money transfer ,
denominated in greenbacks.

I was curious Blair,
as with the Geneva fiscal, I tried to understand "effects of trade"
and I couldn't grasp what was happening.

Rodney:

In translating, you cannot depend on word by word translation
to convey the proper meaning.

An "effet de commerce" translates as "a negotiable instrument".
A negotiable instrument evidences to the holder a debt of money
and is used as his payment (i.e. a bill of exchange)

The Geneva 1865 revenue showed payment of the 5 centimes
tax on a bill of exchange valued between 1 and 100 francs.

Ta Blair, that makes a little more sense.
"effects of trade" was an instrument used during the renaissance
but I am unable to find out, or understand much about it
