Default Rockola CD8B Nostalgia question

I got a new (slightly used) Rockola bubbler for Christmas. I notice on
the left of the coin acceptor slot there is a plastic insert that says
"'25c' and 'QUARTERS ONLY'". This plastic does not light up, either on
FREE PLAY or when requiring coinage. Is it supposed to light up at
some point, maybe only for certain prices? If it's supposed to always
be lit, how do I enable it?

it might not be the right price window or the bulb is burned out
some vendors replaced the originals with a homemade sign 1 play for a
quarter insted of the 2 plays... ect
the original one might be behind it

There is no light behind the plasric insert therefore it wasn't designed to light up. Mine doesn't have anything there and the service manual doesn't show anything.
