Hello Peter:

This is a cut out from a piece of Russian postal stationery.
The 8 kopeck indica comes from a pre-stamped envelope
which dates from around 1878.

Here it is on a postally used cover from Soroka to Moscow.
(Soroka is Russian for magpie.)

One source identifies Soroka as a town east of Archangel.
There is also a Soroka in present day Moldova, which I
believe was part of the Russian Empire at that time.
There is also one southeast of Samara, in the Volga region.
There may be more as well.

In the 1880s the postal rate changed to seven kopecks
and this envelope was overprinted for the new rate.
