This is what I have so far,
any elaborations? A Gebuhrenmarke is an administrative-fee revenue. The denomination probably makes it German? (The Gebuhrenmarkes appear in parts of Switzerland, too, but in different denominations.) The cancel (if that is what it is) resembles the coats of arms of Stuttgart and Niedersachsen.
