Default Strange Cancellation

I recently received an envelope with a non-profit-organization stamp, with
a half-inch long sticker pasted on it. Has anyone seen this before, and
why has it been applied in this case? The envelope can be seen in
alt.binaries.

Not a clue Tony, These stamps do not require cancellation.

I could be going out on a limb here, but it looks to me almost like
the tape that you find at the end of a coil of stamps, although it
isn't in the same orientation it would have had on the roll.
