Exactly so.

Do they normally print them first and use them as needed to replace old worn,

or destroyed bills?

50% correct. Star Notes are only used for replacing Notes 'spoiled' during the
printing process. Such as if a sheet were mis-fed into the press. Notes which
are returned as excessively worn and disposed of are replaced bu 'regular'
blocked Notes (not stars).
