Amnesty International may have a different opinion on this issue.

Indeed. But I think that you will find approximately the same for
Slovakia. But quite a bit in the Turkish policy has been changed
already, like the possibility to use Kurdish. There is much more
desired, but whether the torture is still systematic is another question.
