Remember that the coins' value must be enough to warrant going to the
trouble of listing it on eBay.

The first thing you should do is tell your neighbors, family, bankers,
and whoever else will listen that you are looking for foreign coins.
You will be amazed what comes your way.

The second thing is to check the local coin shops. There are millions
upon millions of inexpensive foreign coins waiting to be collected at
local coins shops around this country for less than a quarter each, or
bought by the pound.

Following this you will either decide this is a dumb idea, find
something to specialize in, or start looking for more expensive coins
to fill out whatever wantlist you've made.
