Because Kosovo stamp issues aren't listed as illegal stamps by the UPU IB
Circulars (as Serbia hasn't denounced them?), they haven't an official
illegal status.

FWIW, Michel online lists Kosovo stamp issues (a total of 83 sets) between
March 15, 2000 and Dec. 26, 2011.
