In a new article I publish an interview with the new leader of the WADP, and
then I present the results of a survey of illegal stamp issues, originated
in Burundi, that contradicts WADP leader's optimistic assertions. The
weaknesses of the over ten years long approach of the WADP and the UPU
become increasingly evident.
