EBAY has difficulty enforcing the old rules so it will be interesting to
see how "new rules" are policed and enforced.

the problem of shill bidding is made particularly obvious with the
recent indictment of Bill Mastro of the former Mastro Auctions along
with former executives; Doug Allen and Mark Theotikos for defrauding
customers through were indicted on fraud charges for allegedly rigging
auctions through a series of deceptive practices, including so-called
“shill-bidding,” designed to inflate prices paid by bidders and to
protect the interests of consignors and sellers at the expense of
unwitting bidders amongst several indictment complaints.

The latter two if they sound familiar s because they are are currently
executives of Legendary Auctions. Mastro has since pleaded guilty.

It's not just EBAY that has this issue but the issue is one of detection
and enforcement.
