It's "free publicity" because he is already being charged to sell the cards,
so there is no additional cost for publicizing his experience with Topps.

So he's selling all 159 cards? And I;m not sure how it's "free

since he has to pay at least 30 cents per card just to list, and then a

cut to eBay for each item sold.
