There is a 19th Century cloth-bound book that
has a thin strip of paper stuck to the cover. It
doesn't look like there is glue on it, just water
adhered the paper to it over a long period of time.
Does anyone know a good way to remove this?

Try Ronsonol lighter fluid. It is an amazing cleaning agent
that does not stain cloth bindings and does loosen such
problem materials. Accept no substitutes; it is not the
fact that it is also a lighter fluid, but its particular
chemical composition that makes it so useful. It is also
useful to remove glued on library stickers or scotch tape.
