Originally, Scott started US with the provisionals numbered 1-27.
In 1940, they got their current 1x to 12x numbers.
Sometimes in 1944-1947 (don't have these volumes),
old 28/29 first general issues were moved to current 1-4.
In 1948, 30-54H moved to 5-46

In 1952, 212, 213, and 214 were rotated to become 213,214,212.

Not wrong, just different, based on new info and fashions.
There were several changes a years at least thru early 50s,
and even occasionally today.
