It appears to be an issue of the "Republic of Kosova", *(not Kosovo),
which existed from 1990-2000.

Must to inform You that "Kosova" and "Kosovo" never received
independence, and territory is still one Autonomy of Serbia.
All this stamp, overprint, etc You can find on eBay selling by vera
Trinder (if I'm correct), under "mark" like privat issue.
Wikipedia page that is referring it like "short lived" state, is
probably made by some "fun" author.
All issue, with name "Kosova", "Kosovo" are/is just privat issue, with
clear intention to made some kind of profit from collectors.
