My Michel catalogue says they were used in Valencia and 50
surrounding towns, from 1963 to 1985. (How long they were actually in
use is not mentioned - 1985 was the date of the last issue.) A 1957
flood in Valencia was the impetus behind building a floodway, the cost
of which was subsidized by this postal tax.
