FOREIGN marked on mechanical pencils

A number of mechanical pencils I have acquired have FOREIGN marked on them. Do you know why? Was this something Great Britain required to be stamped on European made pencils imported into the UK?

I decided to call the local Hobbyland and see if they had any ideas. They did. The lady I talked to said that she thought goldleaf would work and when she said goldleaf a light bulb came on....
