Water damaged poster

I recently found a numbered print rolled up in a poster tube. The problem is it has been water damaged at some point and therefore stuck, unable to unroll. The poster is very much of interest to me and my employment, not of value otherwise that I know of. Any idea how I might remedy this in order to unstick, unroll and view, possibly even frame this print? FYI, it does not have glossy finish. Any help, direction, is greatly appreciated. Thank you!!!

Paper conservation is a specialist profession that does this
sort of work. You can find competent conservators through
college departments that teach museum skills, state archivists,
art museum conservators, and other people who commission
this kind of work.
