WTB: Unused US stamps for postage
 

I am buying unused US postage stamps with denominations 15c each or
higher for use as regular postage. Regular postage, commems, and air
mails only - no presorts, bulks, non-profits, etc. Paying 70% of face
value for stamps with gum; 40% of face without gum. Large and small
quantities welcomed.

Why would someone sell stamps for less than half of face value?

I understand that they might not ever be "worth" anything, but they're
always worth the value printed on them, right?
