Stamp ID Canada Scott 18?
 
I can't find an imperferated version of this in the Scott Catalog. I
looks like someone has clipped the perforations but why would anybody
do that? There is an 18b imperf. Pair listing. No value for one stamp
or a cancelled one.

This item is suspect. #18 was a green stamp. (yours looks black)
Could be a photo or photocopy.or cut from a philatelic souvenir?

There were 3.5 million copies of #18 green printed - perforated.
There are only 100 imperf green stamps known. in MINT condition.
Any imperf stamp should have a certificate.

There are trial colour proofs in blue, orange, black etc... ,
but they are mint and overprinted specimen.

A genuine black trial proof ys Canada Specialized 18TCix .
It catalogues $600 and would need a certificate.

scanner.

Yes. You are correct. The word Packet refers to Packet Boat.
The denomination, "Six pence Sterling" remained on this stamp
because it was issued to pay for packet letters as indicated in
the oval above Queen Victoria's portrait. Portrait of Her Majesty
Queen Victoria reproduced from a contemporary engraving
of a full-length painting by Alfred Edward Chalon, R.A.
