This issue is quite complex. Scott only lists 19 numbers
and 4 sub numbers, but there are many more. (at least 43)
These stamps are seen perf 11, 12, 13.5, and 13,5 x 12
They are seen part perf and imperf.

Romanian stamps by Anatole Hulot at the Paris Mint in 1872 ?
What exactly is "decoupage", was it used for French stamps of the period as
