I'm examining a booklet of the US 1983 "Express Mail" stamps, Scott
#BK140B, stamp #1909 (Minkus 805). The Scott catalogue, the
Krause-Minkus catalog, and the Linn's Yearbook all state this issue is
tagged. The Linn's Yearbook describes the tagging as overall random.
Would someone confirm this...

What's the latest thinking on removing brown "rust" spots (aka foxing or
