Austria 1935 question by

In the Austrian 1935 costume stamps, there are two varieties of the 6g
blue.

The reingraved stamp had one ear changed, I am told.
Could anyone please tell me how to tell one from the other?

The denomination probably makes it German?
(The Gebuhrenmarkes appear in parts of Switzerland, too, but in different
denominations.)

Questions on modern Chinese stamps by

When sorting a few modern (1990s/2000s) definitives from
the PR China, I noticed that some of them were overprinted
in fluorescent ink with a series of numbers (varying from
stamp to stamp) followed by a letter, while other stamps
