"Yellow numbers" by jrc
Have noticed in the past few days, some auctions on eBay, with $1.00 and $2.00 bills with what appears to be altered numbers and seals. Even the sellers admit to them being altered. Some have yellow numbers and seals or a combination of red and yellow. How is this being done? Is it legal?
