Paper labels on spine peeling at edges - pva glue? wheat paste? or ? by

I have a set of books from 1902 that have square paper labels at the head of
the spines with the author/title/vol info. The labels are very grungy, the
text is faded, and some of them are peeling off or chipping away from the
spine.
Is there a "best practices" repair for this? Is it best left...

Wells War of The Worlds , William Heinemann , 1898 . Unfortunatley the front
and back boards are missing , only thing left is a couple of inches of the
