Has the US Mint always included Certificates of Authenticity (COA's) with
proof sets?
If not, what year did they begin? My older sets don't have them and I hope
I didn't discard them.

last Friday at the Long Beach show. What a thrill! This coin is the
finest knowm, now graded by PCGS as Proof-67. I tried to buy it so I
