Since it's on every penny from that roll I think it's from the die and not some sorting machine damage....

My 1999 clad proof set is toning. Does this mean that it is being stored in a bad environment for coins? Does this mean anything? I bought it directly from the mint and have stored it in the same room since then. At least it is toning a nice golden color.
