Took out five $20s from my wallet, and was reading the series years, and thought one of them said 1939 instead of 1999. I looked again, still said it, so I thought maybe if I scan in just that part of the note, and look at it on my PC I'll see for sure. Well, I still think it says 1939 instead...

Have noticed in the past few days, some auctions on eBay, with $1.00 and $2.00 bills with what appears to be altered numbers and seals. Even the sellers admit to them being altered. Some have yellow numbers and seals or a combination of red and yellow. How is this being done? Is it legal?
