Lunar New Year mis-perf by Dick Rhindress
A non-collecting friend was recently sold a pane of the Lunar New Year stamps. On one side the perfs appear normal, on the other they are offset so that they perfectly bisect the stamps (long way). Does anyone have information about the scarcity of this particular error, or a quess about value?
